Since tens of thousands of players in the State of Washington lost their freedom to play a skill game, for real money, amongst themselves, over the internet, individual pleas for change have fallen on deaf ears. By simply implementing a ban on internet gaming, the State has failed in it’s burden to protect the people from the very dangers they claim to be the reasoning for the ban. A statute that is virtually unenforceable, and has gone unenforced since being implemented more than six years ago, can do nothing to prevent underage and problem gamblers from accessing gaming via the internet. Thus, a regulatory framework is clearly in the best interest of the People of the State of Washington.
The technology of today will allow a regulated internet poker room to verify that players are who they say they are, and that they are of legal age to participate. All transactions are easily documented for purpose of reporting profits and losses. Play-thru requirements and other such rules can be implemented to ward off money laundering fears. And algorithms designed to flag behavior related to problem gambling can readily be implemented to protect players, who need it, from themselves. These types of consumer protections are being sought by the poker playing community, and a regulated market will effectively squelch unregulated sites. This is far better for the overall benefit of the People of the State of Washington.
